Under Scarborough, the faculty at WU doubled in size, and student enrollment increased from 400 students to 1542 students. The curriculum underwent significant revisions to meet the standards set for universities by the Carnegie Foundation, and a financial accounting system was instituted. Additionally a concerted effort was made by CNI superintendent W. A. Joiner to weaken the technical trade programs while increasing the quality and prominence given to the normal school.
